Overview

The Human Resources Director will lead all aspects of Human Resources across the Institute, including benefits, compensation, recruitment, HR operations, employee relations, compliance, immigration-related processes and oversight of the on‑site employee health clinic. This role is both strategic and hands‑on, supporting a scientific workforce engaged in high‑impact biomedical research that advances public health.

 

The Director will partner closely with scientific leadership, administrative teams, and operational units to cultivate a supportive, compliant, and high‑performing workplace aligned with LBRI’s mission.

 

The Director will also supervise and develop the HR department staff, ensuring a cohesive, high-performing HR team.

 

Key Responsibilities

Strategic & Organizational Leadership

  • Develop and execute HR strategies aligned with LBRI’s scientific mission and operational goals.
  • Partner with executives and scientific leaders on workforce planning, organizational effectiveness, and cultural initiatives.
  • Lead policy development and ensure consistency, clarity, and compliance.

Talent Acquisition & Staffing

  • Oversee full-cycle recruitment for scientific, laboratory, veterinary, technical, and administrative positions.
  • Build strong candidate pipelines through university partnerships and scientific networks.
  • Ensure smooth onboarding processes that support employee integration and retention.

Compensation & Benefits

  • Manage competitive compensation structures ensuring internal equity and compliance.
  • Oversee benefits administration, wellness programs, and leave policies.
  • Lead annual evaluations and increases 
  • Oversee data-entry of HR and payroll related entries

Employee Relations & Culture

  • Provide coaching to managers on performance management, conflict resolution, and employee development.
  • Lead investigations and manage employee relations matters with discretion and fairness.

On-Site Health Clinic Oversight

  • Oversee HR responsibilities related to the Institute’s on‑site employee health clinic.
  • Coordinate with clinical and operations leaders to ensure regulatory compliance and high-quality care.
  • Support integration of safety and wellness programming.

HR Operations, Compliance & Immigration Management

  • Lead HRIS administration, reporting, and process improvements.
  • Maintain compliance with all relevant employment laws and regulations, including those related to federal research programs.
  • Oversee immigration processes including visa sponsorship, documentation, compliance, coordination with external counsel, and support for international staff.
  • Manage HR budgets, contracts, and vendor relationships.
  • Serves as EEO coordinator with responsibility for oversight of all equal employment activities

Qualifications

Bachelor’s degree in HR, Business administration or related field with 10+ years of progressive HR experience, including at 3 years in a leadership role, or an equivalent combination of education, training and/or experience from which comparable knowledge, skills and abilities have been attained.

 

Experience must include compensation, benefits, recruiting and employee relations.  Must have at least 3 years managing staff.  

 

Must also have previous experience working  in a fast-paced, deadline-driven environment and the ability to prioritize departmental functions and responsibilities to meet deadlines and goals.  

 

Must have superior professional-level written and verbal communication skills; a high degree of professionalism, diplomacy and discretion; excellent judgment, problem-solving and decision-making skills; and strong customer-service skills.  Demonstrated ability in managing a wide variety of complex tasks and projects simultaneously while meeting multiple deadlines is required.  The ability to maintain confidentiality and handle sensitive situations with solid judgment and discretion is critical, as well as the ability to perform duties independently.

 

Requires prior experience with Deltek Costpoint or a similar system, professional-level general computer skills, advanced experience with Microsoft Excel, and the ability to learn other department-specific computer systems as needed.

 

Relocation may be offered for this position.

Preferred/Additional Qualifications

SHRM-SCP or SPHR. Experience with Deltek/Costpoint 

Physical Requirements

Work is performed in an office environment.  Will operate standard office equipment and will frequently stand, walk, sit, perform desk-based computer tasks, use a telephone, perform repetitive motions and occasionally lift objects that weigh up to 10 pounds.
